C Spire Plans a 200-Mile Fiber Line for One Customer

C Spire is adding a 200-mile high-count fiber backbone between Jackson and Olive Branch for one unnamed customer next to a hyperscale compute cluster.

C Spire on September 8, 2026 announced a high-count fiber backbone on a 200-mile stretch between Jackson and Olive Branch. The Ridgeland company said a long-term customer commitment is paying for extra glass on a route it already runs, with leftover capacity offered to others along the way.

The release frames the build as infrastructure for AI, cloud, data centers, carriers, and enterprises. The customer that makes the economics work is never named.

The Route Already Had Fiber on It

C Spire is not opening a blank map. It is adding fiber miles to a 200-mile stretch of network that already exists between the state capital and the Memphis suburbs. The product is a high-count backbone, the kind of cable that carries many strands in one jacket so a single trench can serve a heavy user and still leave pairs for everyone else.

AI is changing the scale and speed at which digital infrastructure must be built, and this expansion strengthens Mississippi’s position in that rapidly growing economy.

She also said the project is designed to support a long-term customer’s continued growth, and that it creates chances to serve others along the route. Chief Operating Officer Brad Carpenter called it a test of C Spire’s ability to execute complex, long-term infrastructure commitments for technology customers. Matt Peaster, executive vice president for fiber, called the cable a platform for advanced computing, cloud services, and data-heavy work.

Who Is the Long-Term Customer?

Anchor-tenant fiber builds are common when the first user is large enough to underwrite a trench. C Spire’s own language points that way. Hays described one customer’s continued growth. Carpenter talked about technology customers and long-term commitments. The press materials list AI, cloud, data centers, and carriers before they list hospitals or schools.

That silence is the deal structure, not a gap in the press kit. Wholesale and hyperscale contracts often bar the carrier from naming the account. The public is left with the residual pitch: thousands of organizations along a corridor whose first job is to keep one customer growing.

8 Gbps Is Already on Sale in Olive Branch

The northern city in the announcement is not waiting on this backbone to get fiber at the curb. C Spire already markets home fiber in Olive Branch with symmetrical speeds up to 8 Gbps, no data cap, and a reliability claim of over 99.99 percent. The company also cites Ookla tests when it calls that service the fastest internet in Mississippi.

A last-mile network that already sells 8-gigabit plans is a poor match for a story about finally bringing broadband to north Mississippi. This corridor is extra long-haul glass. It is meant to move large volumes between Jackson, the greater Memphis market, and whoever signed the long-term order.

Jackson is the state’s center for government, health care, and enterprise offices. Olive Branch sits in DeSoto County, on the Mississippi side of the Memphis metro, in a logistics belt that has drawn warehouses and, more recently, AI compute. Connecting those two markets is a carrier play. Selling gigabit to households is a different product C Spire already put in the field.

The Supercomputer Next to the Terminus

Olive Branch is a short hop from the Tennessee-Mississippi line where SpaceXAI, the company behind Grok, has stacked AI data halls across Memphis and Southaven. In a July 30, 2026 site update, the company said it is building the world’s largest integrated supercomputer at that state line, and that it had signed an agreed order with the Mississippi Department of Environmental Quality covering the Southaven site.

The order sets a removal timeline for all 69 temporary mobile turbines now powering that facility. SpaceXAI said it is bringing up permanent power from a 1.2 GW plant under a Clean Air Act permit issued in March 2026, with 41 permanent turbines. Temporary units were to start coming off as early as August 2026, and all of them are supposed to be gone by July 2027.

On September 2, 2026, Southaven’s Board of Aldermen approved that fifth hall, a 660,000-square-foot conversion of the city’s old 51-acre training site on Tulane Road, next to a power plant the company is building on Stanton Road. SpaceXAI took the land in a swap and put $40 million toward a new city training facility.

The vote was not unanimous in spirit. Ward 2 alderman Charles Hoots said his constituents want unfinished promises closed before new halls open, including noise from the temporary turbines and another one-year extension. On an August 4, 2026 SpaceX earnings call, Elon Musk said the company is looking for 20 gigawatts of energy demand at its data centers by 2027, with 15 gigawatts coming from a power plant.

C Spire did not say this backbone is for SpaceXAI. It did choose a northern terminus in the same metro where that cluster is adding halls, turbines, and private generation. Any high-count cable that reaches Olive Branch is within reach of the heaviest compute load in the Mid-South.

Aldermen Put a 2,000-Foot Buffer on Hyperscale

The city named in C Spire’s headline spent the summer making those halls harder to plant inside its own limits. On June 9, 2026, the Olive Branch Planning Commission denied rezoning for a 562-acre DeSoto Innovation District that had listed a data center as a possible use. On August 18, 2026, the mayor and Board of Aldermen approved zoning changes that split data centers into three tiers and raised the bar on the largest ones.

OLIVE BRANCH DATA CENTER TIERS

  • Tier 1: Buildings under 50,000 square feet and under 10 megawatts, with a 5 megawatt backup cap, daily water under 50,000 gallons, peak under 100,000 gallons, and no turbines for redundancy.
  • Tier 2: Buildings under 250,000 square feet and under 50 megawatts, with a 25 megawatt backup cap, daily water between 50,000 and 500,000 gallons, and peak under 1 million gallons.
  • Tier 3: Buildings over 250,000 square feet and over 50 megawatts of demand, with more than 25 megawatts of backup, daily water over 500,000 gallons, peak over 1 million gallons, and a mandatory 2,000-foot setback from public schools, homes, parks, and roads.

Planning director Venard Asongayi had pointed at how Memphis and Southaven treat industrial land, arguing that a warehouse code is a poor fit for a plant that drinks power and water at that scale. Olive Branch’s answer was to write hyperscale into its own ordinance as a special case with distance rules that eat a lot of sites.

So the AI corridor’s northern city is not volunteering to host the next Colossus. Southaven, next door, approved another hall six days before C Spire’s fiber release. The backbone can still terminate in Olive Branch and hand traffic to the cluster without dropping a Tier 3 building on Olive Branch soil. That is a cleaner political outcome for a city that just voted in the region’s strictest setback, and it still gives a carrier a reason to light a lot of strands.

Spare Capacity Between the Two Cities

Hays and Peaster both leaned on the second buyer. Once the high-count cable is in the ground, C Spire can sell laterals to companies, clinics, campuses, and carriers that sit along or near the route. The company said groups with facilities or expansion plans in the corridor will be able to work with it to evaluate available fiber and connectivity.

That leftover is real, and it is also residual. Long-haul economics usually need the anchor bill to justify the construction crews. Towns between Jackson and the Memphis metro, including places such as Grenada and Batesville, only get a shot at those pairs if C Spire builds laterals off the backbone. The September 8 release does not list those laterals, a lighting schedule, or prices.

Jackson still has a separate claim on the cable. The capital’s hospitals, state systems, and the Mississippi Optical Network that C Spire already operates for universities and research sites are natural users of a fatter path toward Memphis interconnection. Hays has said that taking over MissiON raised total bandwidth 380 percent while cutting overall cost by more than 50 percent. A high-count run north would give that research traffic another way out of town, whether or not a hyperscaler is sitting on the far end.

Last Year’s 1,000 New Miles Came First

This corridor sits on a fiber program C Spire has been running for more than a decade, first as home gigabit and then as a statewide construction habit. Hays, who led the original fiber-to-the-home launch, has argued that AI will require capacity only fiber can provide, and that Mississippi ranked 19th in the country in fiber access when she said it.

  5. April 8, 2026: Completes its Mississippi Capital Projects Fund work, adding home fiber for more than 14,000 residences and 18,530 undeveloped lots.
  6. September 8, 2026: Announces the Jackson-Olive Branch high-count backbone for an unnamed long-term customer.

In the year leading to that April wrap, C Spire said it invested $60 million in new fiber, installed 1,000 miles, and reached 12,200 miles of fiber across Mississippi, with 37,500 additional homes passed and 217,900 Mississippi homes on the network. BEAM director Sally Doty praised the CPF finish as on-vision work under a program meant to move fast. Those Capital Projects Fund awards paid for last-mile access in counties from Amite to DeSoto and Hinds. The September corridor is a different layer: wholesale-scale glass on a route C Spire already occupies, sized for a customer the public is not allowed to meet.

Organizations along the path can still call and ask what pairs are free. Until C Spire names the account, or files a construction notice that shows where the laterals actually peel off, the only buyer on the record is the one it will not identify.
